The Interstate Compact for the Placement of Children (ICPC) is an agreement that each of the 50 states adhere to, as well as the Virgin Islands and the District of Columbia, regarding interstate adoption. Each state has its own set of rules regarding adoption. Before a child can move from one state to another for the purpose of adoption, each state's adoption laws must be met, and both states must agree to the adoption.

How ICPC Affects Adoption
